Operating systems divide their main memory into pages. These pages are transferred between the main memory and an auxiliary source like your hard drive. This is important because it allows for storage of data that doesn't fit into RAM. This process is usually something built into the operating system.

What occurs in TF2 is known as "thrashing." This means that "workload" of TF2 cannont be held within the RAM/physical memory and the computer compensates by constantly data swapping ("thrashing") to keep up. Solutions to this problem include 1) Increasing RAM and/or 2) Decrease the number of programs being ran in the background.
